Can Gun Parts Be Shipped To Your Home?

Yes, you can order virtually any gun part online and have it shipped directly to your house outside of serialized receivers as they are defined as ‘firearms’ by the ATF. In fact, you can have any gun part that is not defined as a ‘firearm’ by the ATF shipped directly to your house including 80% lowers (in most states).

What Is The Definition Of A Firearm According To The ATF?

The ATF currently defines a firearm as follows (taken directly from their website) –

The term “Firearm” means:

  1. Any weapon (including a starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive;
  2. The frame or receiver of any such weapon;
  3. Any firearm muffler or firearm silencer; or
  4. Any destructive device.

When it comes to AR-15s, the lower receiver is the part considered to be a ‘firearm’. Therefore, it has to be serialized and must be transferred through an FFL. The upper receiver is not considered a ‘firearm’ and is exempt from requiring transfer through an FFL or serialization.

Can 80% Lowers Be Shipped To New York State?

No. At the time of writing this article it is not possible to have 80% AR-15 lower receivers sent directly to your home. The New York Attorney General sent out cease and desist letters to all manufacturers and sellers of 80% AR-15 lowers that can be found by clicking here. Senate Bill S7763A seeks to change the definition of ‘gunsmith’ in NYS and to outlaw ‘ghost guns’. If this new law change passes, and I’m sure it will, it will become illegal to finish any lower receivers at home – even for individual use. Currently only Glock and other style pistol lowers can be shipped to NYS residents (Senate Bill S7763A will change this).

Why Order Gun Parts Online?

Simply put – accessibility. Due to the high amount of competition for online gun part sales, you will find a greater variety of parts, brands, and accessories for the AR-15 at better prices with online shops versus traditional brick & mortar retailers.

The internet has made commerce easier by allowing consumers to access merchants without the barriers of geography and time (outside of shipping). This is especially true when it comes to buying gun parts online. If you live in central or upstate New York then you know there aren’t many gun shops outside of the big cities and those that do exist are usually smaller shops with limited inventory when it comes to parts and accessories for your AR-15.

While there are some shops in NY that carry or even specialize in AR-15 parts, they can only physically carry so many parts or brands on their shelves and they can generally charge much higher prices than online competitors due to the lack of shops to choose from locally. What Gun Parts Require An FFL For Transfer?

In case you haven’t heard already, the ATF is currently trying to change the definition of a firearm. If this proposed rule goes through unopposed then the upper receiver of AR-15s will require serialization and will then require transfer through an FFL.
